Administrative Associate

Under the overall guidance of the representative and direct supervision of the Operations Manager, as a member of the CO Operations Team, the Administrative Associate provides functional leadership in human resource and administrative systems of the Country Office.

He/she delivers quality services in HR, administration and finance to internal and external clients mastering all relevant rules, guidelines, processes and procedures. He/she takes a client-oriented, results-focused approach to interpreting the rules, procedures and guidelines in service of the country programme, providing support and guidance to the Country Office and UNFPA-supported projects

Administrative Associate of the UNFPA Mongolia Office:

Adapts processes and procedures, anticipates and manages operational requirements of programme/project inputs under national execution in terms of personnel and administrative matters and other programme and project related events to facilitate programme/project delivery.

•  Prepares and monitors the administrative budget and ensures financial transactions are in accordance with UNFPA financial rules and procedures.

•  Coordinates the recruitment and selection process applying best practice HR tools and mechanisms, advises and briefs managers and project personnel on different types of contracting modalities, HR policies and benefits, coordinates the PAD process and advises on performance issues.

•  Contributes to the implementation of corporate systems and applications in support of finance and human resource management and country office operations; creates systems and mechanisms for effective management of UNFPA resources required for NEX, and advises and trains project staff in NEX procedures on personnel and administrative issues. Maintains continuous and accurate/up-dated flow of information between Country Office and HQ.

•  Reviews procurement requests and initiates procurement procedures for office and project equipment, supplies and services in a transparent and cost-effective manner; recommends procurement decision. Coordinates annual procurement plan and its implementation and closely work with relevant units on procurement related issues.

•  Acts as custodian of non-expendable equipment under CO custody, maintaining assets ledgers and records, and proposing assets acquisitions and disposals as appropriate.

•  Reviews and prepares material for common system activities relating to common services and premises, cost recovery, privileges and immunities, entitlement and salary surveys, security etc and represents UNFPA in related inter-agency meetings and working groups in the absence of the Operations Manager.

 

We are looking for an outstanding candidate who has:

  • Detailed knowledge and experience of office management in international organizations;
  • Ability to exercises critical judgment in analyzing institutional directions, procedures and guidelines in order to contribute to the improved fulfillment of the UNFPA mandate;
  • Ability to make appropriate and transparent decision in expeditious manner
  • Integrity, commitment and respect for diversity;
  • Skills to manage relationships and communicate with people to achieve better, more innovative outcomes.

Other requirements: Successful candidate must possess Bachelor's degree in business administration, public administration, finance, information technology, economics or related field is preferable, 5 years of relevant experience in the public or private sector, Fluency in oral and written English and Proficiency in current office software applications.

This position is open to Mongolian nationals only. UNFPA offers an attractive compensation package commensurate with experience.
